Did you pay off your student loan years ago but still have no proof?

Has a new employer, a bank or a government office asked for a HELB clearance certificate from abroad and you have no idea where your old loan papers went? You are far from alone.

Many Kenyans finished paying their Higher Education Loans Board loan years ago. Some paid through payroll at a first job in Nairobi, while others cleared the balance from overseas with a lump sum.

Then the request arrives. For example, a public service job back home, a vetting form or a mortgage lender wants proof. Suddenly a HELB clearance certificate from abroad becomes urgent.

OnGround Africa is your person on the ground in Kenya. We handle the Nairobi side of your HELB file: the office visit, the follow up, the collection and the courier.

We are not HELB, not a bank and not a debt collector. Instead, we are the trusted pair of hands who walks into the office for you and sends back proof.

What this page covers

  • The difference between a clearance and a compliance certificate
  • What HELB’s own pages say about how to get each one
  • Where people abroad get stuck
  • How we help and what it costs

Clearance or compliance: which certificate do you need?

HELB issues two different certificates and only one of them is a HELB clearance certificate from abroad in the true sense. People mix them up all the time, so asking for the wrong one wastes weeks.

Clearance certificate

This is for people who have finished repaying their loan. In other words, it shows the loan is fully settled.

HELB’s certificate checker page says clearance certificates can be obtained at the HELB offices upon completion of loan repayment. That is why a HELB clearance certificate from abroad often needs someone on the ground.

Compliance certificate

This is for people who are still repaying but are up to date. In short, it shows you are keeping to your repayment plan.

HELB’s loanee FAQs say a compliance certificate can be downloaded on the HELB portal if you have consistently complied with repayment. The checker page also says you sign up on the portal to generate one.

Which one does your employer want?

So read the request carefully. Does it say HELB clearance certificate from abroad, or simply a HELB certificate? Public service vetting forms often accept either, as long as it is current.

However, a lender may want the clearance only.

If you are still paying, you cannot get a clearance yet. In that case, the compliance certificate is your route. If you have finished, aim for the HELB clearance certificate from abroad and keep the compliance one as a stop gap.

How do you get a HELB clearance certificate from abroad?

HELB’s own loanee FAQs set out the clearance steps. So here is how they apply when you live overseas.

  1. Confirm your balance is zero. Log in to the HELB portal and check your statement. Any small balance or penalty must be cleared first.
  2. Submit a loan inquiry form. The FAQ says you should submit a correctly filled loan inquiry form through the HELB portal before requesting clearance.
  3. Show your employer stopped deductions. The FAQ asks for confirmation that your employer has stopped the loan deduction, also through the portal. This matters if you paid by check off at a Kenyan job.
  4. Request clearance. The FAQ says you submit a clearance request through the HELB portal, or visit a Huduma Centre or HELB’s main office at Anniversary Towers, ground floor.
  5. Collect the certificate. The checker page says clearance certificates are obtained at the HELB offices once repayment is complete.

First, steps one to four you can do online from anywhere. Step five is where a HELB clearance certificate from abroad needs a person in Nairobi.

What we do

  • We visit HELB at Anniversary Towers or a Huduma Centre on your behalf
  • We confirm what the officer needs to release your certificate to an agent
  • We collect it where collection by an agent is allowed
  • We photograph it and send it to you by tracked courier

If HELB will only release it to you in person, we tell you straight away. Then we look at the other options together.

How long does it take?

HELB does not publish a fixed clearance time on the pages we checked, so we will not promise one. Instead, what we control is speed on our side. We visit within the days agreed in your quote and report back the same day.

Most of the wait on a HELB clearance certificate from abroad comes from missing steps. For example, a balance not cleared, an inquiry form not sent or an employer letter missing. Sort those first and the office part tends to move faster.

What do you need ready before you start?

A little preparation saves a lot of back and forth, especially when you are several time zones away. Gather these before you message us about a HELB clearance certificate from abroad.

  • Your national ID number, exactly as used when you took the loan
  • Your HELB portal login, which you keep private
  • Your latest loan statement, downloaded from the portal
  • Proof of your final payment, such as a bank slip or M Pesa message
  • A letter from your last Kenyan employer confirming deductions stopped, if you paid through payroll
  • A signed authority letter naming OnGround Africa to collect, if HELB accepts one
  • A copy of your ID or passport to go with the authority letter

If you lost your old payment records

Do not panic, because your HELB statement should show payments received. If something looks wrong, HELB’s FAQ gives a contact centre number, 0711052000 and an email route for queries.

We can also visit the office and ask on your behalf. Bring us the details, then we chase the answer while you sleep.

If you changed your name

Marriage or a deed poll can mean your current ID differs from your HELB record. So tell us early, since your HELB clearance certificate from abroad may need extra papers to link the two names.

Where do people abroad get stuck with HELB?

Most delays with a HELB clearance certificate from abroad are not about the loan. Instead, they are about small gaps that nobody notices until the last minute.

A tiny balance that blocks your HELB clearance certificate from abroad

A few hundred shillings of interest or a penalty can block clearance. HELB’s FAQ says loanees who leave a monthly payment unpaid face a fine of at least KSh 5,000 for each unpaid month. So check your statement for any surprises.

Employer deductions that never stopped

If you left a Kenyan job but the payroll kept deducting, you may have overpaid. HELB’s FAQ says refund requests take up to 60 days from the day they start. That also needs sorting before a clean HELB clearance certificate from abroad.

Payments that went missing

Money sent from overseas sometimes lands without the right reference. HELB’s FAQ lists a bank account and SWIFT code for direct transfers, plus M Pesa and bank deposits. So always use your ID number as the reference.

Portal access problems

Old email addresses and phone numbers can lock you out. So fix your login first. Without it, a HELB clearance certificate from abroad stalls at step one.

Nobody to collect

The certificate is ready but sits in Nairobi. In fact, this is the most common gap and the one we close for you. A HELB clearance certificate from abroad that sits uncollected helps nobody.

Why does a HELB clearance certificate from abroad matter so much?

In Kenya, a HELB clearance certificate from abroad, or a compliance certificate, is part of the standard pack for public jobs. Vetting for many senior roles asks for it alongside a KRA certificate, a police clearance and a CRB report.

Lenders and some employers abroad also ask for it, because it tells them you honour your debts.

Common reasons we hear

  • Applying for a public service job or a county role in Kenya
  • Vetting for a board seat or an appointment
  • A mortgage or loan application at a Kenyan bank
  • An overseas employer asking for proof of a clean record at home
  • Simple peace of mind before moving abroad for good

If your request is for vetting, you usually need a full set. Our certificate of good conduct from abroad and CRB clearance certificate from abroad pages cover two of the others.

The KRA side, meanwhile, is often a tax compliance certificate. If your returns are behind, see our help with KRA nil returns from abroad first. A HELB clearance certificate from abroad is easiest to plan alongside these.

How do you repay HELB from overseas?

If you are still paying, clearing the balance comes first. That is the honest first step toward a HELB clearance certificate from abroad. Only then can you ask for a HELB clearance certificate from abroad.

HELB’s loanee FAQs say individual payments can be made by bank deposit, by cheque deposit to HELB accounts or by M Pesa. They also list a bank account and SWIFT code for direct transfers.

Tips for paying from abroad

  • Use your national ID number as the payment reference, every time
  • Save every transfer receipt as a PDF in one folder
  • Check your HELB statement a week later to confirm it landed
  • Pay a small test amount first if you are using a new route

The FAQ is also clear that loan repayment is your responsibility. It also says you should check your statements regularly until the loan is complete.

When your statement shows zero

So download it the same day. That statement plus your final receipt is the start of your HELB clearance certificate from abroad file.

We do not take or forward loan payments for you. Instead, payments go straight from you to HELB, while our job is the office work around the certificate.

Can you sort the compliance certificate too?

Yes, though most people can do this one alone. It is simpler than a HELB clearance certificate from abroad because it is meant to be downloaded. HELB’s FAQ says it can be downloaded from the portal if your repayments are up to date.

If the download fails, the FAQ suggests emailing HELB or calling the contact centre. However, sometimes the problem needs a visit, especially if your record has a mistake.

Where we help

  • We visit HELB to ask why the certificate will not generate
  • We carry any letters or proof you need to submit
  • We follow up until the portal record is fixed
  • We let you know the moment you can download it

A compliance certificate is a good stop gap while you finish paying. In fact, many vetting panels accept it. Once you clear the balance, we then move on to your HELB clearance certificate from abroad.

Checking a certificate is real

HELB’s checker page verifies certificates it has issued. So if an employer doubts your paper, they can check it there.

Never took a HELB loan? Why you may still need a certificate

This surprises many people, because some vetting forms ask everyone for a HELB certificate, even if you never borrowed a shilling.

HELB’s certificate checker says it verifies certificates issued to both beneficiaries and non beneficiaries. So if you studied without a loan, or studied abroad, you may still be asked for HELB paper.

What a non beneficiary certificate shows

In that case, it shows HELB has no loan on record in your name. For a vetting panel, that answers the question just as well as a HELB clearance certificate from abroad does for a former borrower.

How we help non beneficiaries

  • We confirm with HELB which certificate applies to you
  • We help you through the portal steps on a call
  • We visit the office if the portal will not issue it
  • We collect and courier the paper where needed

Common situations

For example, a Kenyan who studied in India or the UK on family money. Or a foreign national who never studied in Kenya at all but is applying for a role that asks for the full pack. A mature student who paid fees in cash.

In each case the answer is the same. So ask HELB for the certificate that matches your history, not the one on the form by default.

Watch out for one trap

Some people did take a small loan in first year and forgot about it. If HELB finds a record, you will need to clear it before any HELB clearance certificate from abroad can be issued. Check your record early so you are not caught out close to a deadline.

Keep a copy for later

Once you have any HELB certificate, save a scan in a safe folder. After all, vetting comes round again with every new appointment. As a result, having the old paper helps you request a fresh one quickly.

What does it cost?

We quote in US dollars and charge our own fee only for a HELB clearance certificate from abroad. HELB charges, if any and courier are then added at cost with receipts.

Questions people ask

Can I get a HELB clearance certificate from abroad without flying home?

Usually yes. You complete the online steps through the HELB portal and we handle the office visit and collection in Nairobi where an agent is allowed. We then courier it to you.

What is the difference between clearance and compliance?

A clearance certificate is for people who have finished repaying. However, a compliance certificate is for people still repaying who are up to date and HELB says it can be downloaded on the portal.

Where is the HELB office?

HELB’s FAQ names its main office at Anniversary Towers, ground floor, in Nairobi. It also says clearance requests can be made through the portal or at a Huduma Centre.

What if my old employer kept deducting after I left?

You may have overpaid, which needs sorting before clearance. HELB’s FAQ says refund requests take up to 60 days from the day they start. We can also follow up at the office for you.

Do you pay my HELB balance for me?

No. Payments go directly from you to HELB through the options listed on its FAQ page. Instead, we only handle the office work, collection and courier.

Can an employer check my certificate is genuine?

Yes. HELB runs a certificate checker on its portal that verifies certificates issued to loanees and non beneficiaries. So your employer can use it directly.
